At its heart, Behavioral Support Services (BSS) is about more than just assistance—it’s about empowerment. BSS provide a dynamic range of supports through Indiana’s FS and CIH Waivers. Our Behavioral Consultants (BCs) don’t just manage behaviors; they partner with individuals to unlock their potential. Working side-by-side with individuals to celebrate their unique abilities. We focus on building the confidence and independence necessary for a rich, productive life. By leaning into personal strengths, we help people master the skills they need to lead self-determined, independent lives. Whether at home or in the heart of the community, BSS provides the steady foundation for stability and personal growth at every stage of life.
Empowering Independence through Behavioral Support Services.
Funded by Indiana’s FS and CIH Waivers, BSS connects individuals with expert Behavioral Consultants dedicated to one goal: thriving. We move beyond “support” to focus on strength-based growth.
Build on unique personal abilities.
Foster self-determination and productivity.
Cultivate a true sense of belonging.
From childhood through adulthood, we provide the tools for a stable, independent, and community-integrated life.
This element is an indirect service intended to provide additional clinical guidance, oversight and approval for direct service elements.
This would be appropriate if an individual:
▪has a BSP that includes restrictive interventions, not including routine psychotropic medications prescribed to treat mental health conditions (required)
▪believes that additional clinical guidance would enhance the delivery of direct service elements (ie, affirming the FBA, consulting on BSP interventions, the use of psychotropic medications and collaborating with other community resources such as mental health services)
For a BSP that includes restrictive interventions, plan review and approval should occur as part of the 60 calendar day period allowed for the BSP implementation. Ongoing clinical supervision and approval of BSP updates throughout the year may occur at any time as outlined in the individual’s PCISP and shall not exceed units allowable on the SA/NOA.
This service is capped at 1 hour per month.
This element is a direct service used to complete a comprehensive assessment resulting in a summary report that identifies both interfering and desired behaviors, hypothesized causal factors and recommendations for appropriate BSS supports if needed.
The FBA report will act as a foundational summary using a bio-psycho-social perspective and will include a historical account of development, trauma and placement history. The FBA tells the individual’s story of lived experience to better understand their current behavioral function and how to achieve their good life.
This would be appropriate if an individual:
▪has a current FBA that is not compliant as of 12/31/25 with all facets required in the template
▪is new to BSS and has identified behavioral needs outlined in the PCISP that will likely require a BSP be developed
▪has experienced a significant transition (moved from family home, transitioned to adult services) or is experiencing significant regression for unknown reasons
▪is new to the waiver and is unsure whether BSS is appropriate or what level of support is needed
This service is capped to 10 hours per month for up to 2 months.
This is a direct, streamlined support for individuals that do not need the full array of Comprehensive Behavioral Supports to meet their identified needs.
This service would be appropriate if an individual:
▪has sustained success with current supports but wants to assure maintenance and periodic consult
▪desires a streamlined approach
▪does not need a formal BSP
▪needs would be met with regular opportunity for consultation and training
This service is capped to 3 hours per month.
This is a direct service very similar to the BMGO-BASIC service that existed prior to 12/31/25, however the full process of completing the FBA is a separate service component.
A compliant FBA is required before this element can be utilized. That FBA will be the foundational document that informs the development of the required BSP.
The BSP is an integral and required document of Comprehensive Behavioral Supports and should be implemented (including required approvals, informed consent, competency-based staff training, HRC and Clinical Supervision if required) within 60 calendar days of commencing Comprehensive BSS.
This service would be appropriate if an individual:
▪has an existing BSP that includes restrictive interventions (Clinical Supervision would also be required)
▪has identified behavioral needs that require formal interventions to address harm to self or others
▪requires frequent training, consultation and service that will require more than an average of three hours of service monthly to meet the identified behavioral needs
This service is capped to 12 hours per month.
